Unable to view templates in 'Manage Formats' while creating a format

Problem Description
---------------------------------------------------
There are many templates present in the 'Disbursement Payment File Formats' in the Catalog/Shared Folders/Custom/Financials/Payments/Disbursement Payment File Formats.
But we cannot see any of the formats present in the drop down of BI Publisher Templates. PFA the screen-shot for your reference.
