Symptoms

On : 11.1.11.1.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Customer is trying to create an address record, but they are not able to. The customer has address validation turned on, and because the address does not exist, then they are unable to.

EXPECTED BEHAVIOR
-----------------------
It is expected that the address would exist in the application

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to create a vendor with a specific address
2. See that it will not validate (because the address does not exist)
3. The record will not save because the address fields are not all filled in.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create a vendor with the address specified above.
