Transfer Order Not Getting Generated Through Intersubinventory Parameters.

Symptoms
When attempting to create a Transfer Order through Intersubinventory Parameters, the Transfer Order is not generated and instead a Movement Request is created.
Also the following error is seen:
"The transfer order cannot be created for organization level planning because the source and destination organizations are the same." for intersubinventory parameters.
The issue can be reproduced with the following steps:
1. Configure Intersubinventory Parameters
2. Create a transfer order through Intersubinventory Parameters
3. Facing above mentioned error.
