Error While Uploading Files With File Name Having Non-English Characters (Doc ID 2292134.1)

Symptoms

When attempting to upload files using the Oracle Social Network (OSN) desktop client, the following error is returned and the upload fails. The files that are failing to upload have non-English characters as name.  

Upload failed. The file is not getting uploaded. Getting error "Cannot upload <FILE NAME>"
