Orders In Status "INCOMPLETE" After Payment Authorization (Doc ID 2296705.1)

Symptoms

A number of orders have not been submitted to OMS even though the Payment Authorization was successful. Retrieving the orders through the REST API shows them in status 'INCOMPLETE'.
