When attempting to add a new user in the Cloud Administration application, the following error occurs.

KEY NOT FOUND: dialogs.unknownError


The issue can be reproduced at will with the following steps:

1. Log into the Primavera Cloud Portal.
2. Click the Cloud Administration link.
3. Enter the new user's information in the User Administration form.
4. Click Save.
5. View the reported error.
