Error: 'KEY NOT FOUND: dialogs.unknownError' When Attempting to Add a User in the Cloud Administration Tool

Information in this document applies to any platform.
When attempting to add a new user in the Cloud Administration application, the following error occurs.
KEY NOT FOUND: dialogs.unknownError
The issue can be reproduced at will with the following steps:
1. Logs into the Primavera Cloud Portal.
2. Click the "Cloud Administration" link.
3. Enter the new user's information in the User Administration form.
4. Click 'Save'.
5. View reported error.
Due to this issue, the user cannot add a new user account.
