Message: "The Export process is complete" but Nothing is Available to Download

Symptoms

When exporting an analysis or dashboard to Excel 2007+, the export results in:

 

The Export process is complete

 But an export is not presented or available to be opened or downloaded.  Once you select OK on the message, nothing further happens.
