Message: "The Export process is complete" but Nothing is Available to Download

When exporting an analysis or dashboard to Excel 2007+, the export results in:

The Export process is complete. 

But, an export is not presented or available to be opened or downloaded -- once you select OK on the message, nothing further happens.
