Symptoms
Agent - Order Base Modify is active. This looks for order base modified via integration and performs Order Base Mod Rerelease action
Order Base with isshippable as Y is sent in and it creates a Order Release. Another Order Base with a modification to a refnum and isshippable as Y is sent
Expectation is that it updates the refnum of the Order Base and then creates a new order release
Order Base is updated and Order Release is deleted, there is no new order release created
