Order Release Planned with Combination Equipment Does Not Split to Additional Equipment and Plan Fails

Symptoms
When attempting to plan an Order and having constrained the Order to an Equipment Group that contains a Combination Equipment that is made up of two 53ft trailers. When have created an order using Reference Units in such a way that the ship units will not all fit into one Combination Equipment. When planning the order, the order is not splitting into additional equipment and the order fails to plan.
The issue can be reproduced at will with the following steps:
1. Create an order whose Ship Units will not fit into one Combination Equipment.
2. Constrain the order to use the Equipment Group that contains the Combination Equipment.
3. Plan the order and observe that the plan fails and does not split the order.
