Cannot Update An Existing Customer Via CustomerUploadTemplate Spreadsheet

On Oracle Fusion, version, using customer import gets error:

A record with the value ACCOUNT_NUMBER already exists. Enter a unique value

Expecting to be able to import new sites and contacts for existing customer

Product and Version: Oracle Fusion Receivables (
System: TEST
POD: edkf-test.erp

The issue can be reproduced at will with the following steps:

1. Go to Receivables
2. Go to Billing
3. Go to Customers
4. Go to Create customer using spreadsheet
5. Import the file
6. Review the output and observed the error described appears

The issue has the following business impact:
Due to this issue, users cannot import customers in massive way
