Control Budget Cannot Change The Status To "In Use"

Symptoms
On : 11.12.1.0.0 version, Manage Budgets
Customer created the Summary Control Budget which refer to detail control budget. But the summary control budget cannot be changed to "In Use" status.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigator > Budgetary Control > Create a new budget
2. Change status to "In Use". However the budget status does not change.
