In Account Reconciliation Close Service (ARCS), Why Can A Period With Open Reconciliations Can Be Closed Or Locked?

Why is no warning or error message presented to ARCS administrators when they close or lock a period that includes open recs? It's possible that a user can be actively working in an open rec and would subsequently lose their work if the period is suddenly no longer open.
