Error using Argus E2B (R3) to (R2) Import Utility - dtd_element: DUPLICATE (Doc ID 2316659.1)

Symptoms

Users are getting the following error trying to import E2b R2 file after it was converted from R3 file by the Argus E2B (R3) to (R2) Import Utility:

R3-R2 converter tool created a R2 file with Duplicate value as 2:

NOTE: Users can receive either error below:  
  • The value: 2 is invalid. For a list of valid values for this element, please check the table CFG_M2 using profile: ICH-ICSR V2.1 MESSAGE TEMPLATE - EVPM and dtd_element: DUPLICATE. Stored Procedure: M2_VALIDATION
  • The value: 2 is invalid. For a list of valid values for this element, please check the table CFG_M2 using profile: ICH-ICSR V2.1 MESSAGE TEMPLATE - EMA-R3TOR2 and dtd_element: DUPLICATE. Stored Procedure: M2_VALIDATION
