How To Setup Withholding Tax To Exclude Tax Amount From Calculation?

E.g. : Invoice line = 1000, which is subjected to 7% Tax and 3% withholding tax.

Expected withholding tax amount is 30.

However, right now, the system calculate tax amount as 1070 x .03 = 32.1 which is incorrect.
