UI Screen Not Allowing the Change To The "To Be Counted" flag in Location UI to Yes (Doc ID 2318474.1)

Symptoms

ACTUAL BEHAVIOR
---------------
UI not allowing to change the "to be counted flg" to "Yes".


EXPECTED BEHAVIOR
-----------------------
UI Should allow to change the "to be counted flg" to "Yes".


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Locations UI.
2.Select one location Record which is having "to be counted flg" = No.
3. Change the value of "to be counted flg" to Yes and then Save.
4. Refresh the data and "to be counted flg" is revert back to No.
