Fusion-Taleo: "The CSUser is already linked to an Employee entity" Error After Username change In Fusion (Doc ID 2321452.1)

Symptoms

After running the initial Export All process in Fusion, the Employee/User records are created in Taleo and linked to the candidate profile to the User via Username.  Later the Fusion process is run again but now there is an error seen in the logs and TCC console:  "The CSUser is already linked to an Employee entity"

Changes

After the initial Export All (but before it was run again) the username had been changed in Fusion.
