Customer isimplementing MDM processes and using OrganizationService
Customer is receiving errors from CDM webservices in several ICS flows where they are invoking Insert/Update Organization
during these errors Customer can observe real performance degradation of CDM.

Locking is the first error appearing – later HTTP 500, HTTP 502 for OrganizationService customer is receiving.

JBO-26092: Failed to lock the record in table HZ_ORGANIZATION_PROFILES

The issue can be reproduced at will with the following steps:
1. Submit ICS integration payload
2. Getting an error from the payload

The issue has the following business impact:
Due to this issue, users cannot load their data from ICS
