Unable To Import Item Level EFF Values

Symptoms
On Fusion Product Hub : 11.12.1.0.0
When attempting to import Item EFF values, via FBDI, the following issue occurs.
-- Issue
The import process completes successfully, however the Item EFF values are not populated within the Item
-- Expected Behaviour
Expect the EFF values to be successfully populated
-- What is working
The import process is successfully creating the Items defined within the import template
-- Steps
The issue can be reproduced at will with the following steps.
1. Populate the Item Import FBDI Template
2. Generate CSV File
3. Load Interface File for Import
4. Run the Item Import Process
5. Process completes successfully and created Item, however the EFF values are not populated
-- Business Impact
The issue has the following business impact:
Due to this issue, users cannot populate EFF values via FBDI import
