ACTUAL BEHAVIOR

Unable to Load Compensation File
We have downloaded a compensation plan, and we were adding the translations to the .xml directly to load. We tested this with a sample of fields, and had no issues. We were doing a second test today since we are about 60% complete, and we are now having trouble loading the file. We need to complete this activity by 11/22 in order to keep on our plan for our dry run for our production process. I am attaching our steps and the file we are trying to load. We need assistance to figure out what is going on with the file since the system appears to be accepting the file but there are no error codes. Thanks,
EXPECTED BEHAVIOR

User should be able to load the comp plan XML successfully and see the plan in the UI
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Compensation
2. Manage plans
3. Import plan
4. Process runs, but plan does not import.
