Symptoms

ACTUAL BEHAVIOR
---------------
Enrollment Start Date and End Date are defaulting to Life Event Date

Open enrollment event - Open defaulted the enrollment period start and end date to the life event date of 1/1/2018 instead of 11/5/2017 through 11/22/2017.

EXPECTED BEHAVIOR
-----------------------
All employees should have the correct Enrollment Period Start and End date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to enrollments
2. Open Enrollment event shows incorrect dates.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users enrolling in Open Enrollment with incorrect effective dates.
