MFTCS domain fails to start: ORA-28001: password has expired or ORA-01017: invalid username/password (Doc ID 2337965.1)

Symptoms

MFTCS provisioning process internally creates MFT, MDS and DBFS repository schema users.
Passwords for these schema users are also created automatically by provisioning code.
Username and password selected doesn’t depend on input parameters entered in provisioning wizard, which means provisioning code is randomly generating username/password.
Usernames are something like: SP983638488_MFT, SP983638488_MDS, SP983638488_DBFS, SP983638488_UMS, therefore the domain administrator has no knowledge about the passwords for the schema users.
In case of ON PREM MFT installations, RCU is used for creating MFT specific schemas which give administrators an option to select the username/password of their choice.
Another problem is that passwords of Database users expire after some time.
