Customer Profile is not Populating for New Customers Using CustomerImportTemplate

Symptoms

On : 11.1.10.0.0 version, Customer Account Details

ACTUAL BEHAVIOR
---------------
User is inserting and updating customer information using customerimporttemplate.  The inserted customers are creating without the customer profile

EXPECTED BEHAVIOR
-----------------------
When the user creates a customer using customerimporttemplate the profile should create if the RA_CUSTOMER_PROFILES_INT_ALL tab is populated

STEPS
-----------------------

The issue can be reproduced at will with the following steps:
1. Populate the CustomerImportTemplate
2. Load the template

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot edit the customer because the customer profile has not been created.
