Why the Release Status of the Planned Order Is Ineligible (Doc ID 2340022.1)

Symptoms

Status for component item / buy item has release status = 'ineligible'.
For the ineligible records, you will see the Release Error - "The order cannot be marked for release because the planner associated with the item on a planned buy order or transfer order must be an employee."
