ACTUAL BEHAVIOR

Unable to create a Compensation Model
when I go into the Compensation admin work area, I click the task bar and select Model Compensation. When I try to create a model there is nothing showing up in the drop down for associated plan and component.
EXPECTED BEHAVIOR
-----------------------
User should be able to select a plan to create model.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Workforce Compensation
2. Create Model
3. No plans to select
