Symptoms
When using Network Routing and Location Capacity Constraints, where the first leg is set up to be planned as late as possible (via the Leg Consolidation Group), and the second leg uses Location Capacity Constraints, the first leg shipments end up being planned as early as possible. (This is when solving location capacity constraints for each Leg Consolidation Group, when the NR logic parameter ALLOCATE SERVICE PROVIDERS BY OM GROUP is set to true.)
