Customer Account Sites are not loaded through Simplified Spreadsheet (Doc ID 2344996.1)

We are trying uploading the Customers in to R13 Instance. Customer Account are created but customer sites are not created.

Profile option: HZ_IMP_DEFAULT_GEO_VALID_ADDRESS is set to YES
