Symptoms

On Fusion Inventory Management : 11.13.17.09.0
When attempting to invoke the createTransferOrder operation of the Supply Request Service, the following error occurs.

-- Error
FND_CMN_SYS_ERROR

-- Expected Behaviour
Expect the web service to be invoked successfully and a Transfer Order to be created.

 -- Steps
The issue can be reproduced at will with the following steps.
1. SOAP UI
2. Access the Supply Request Service
3. Open a request for the createTransferOrder operation
4. Populate the request payload with data -> Submit
5. Error is returned in the response payload

-- Business Impact
The issue has the following business impact:
Due to this issue, users cannot create a Transfer Order via the Supply Request Service
