When batch processes are run in the Benefits > Evaluation and Reporting task area, if a user schedules a benefits batch process, only that user can see the corresponding error reports for the process.
We need the ability to control who can access the benefits batch process error reports such that, if you have a Benefits Administrator role, you should be able to see all error reports from all batch jobs, regardless of who ran the job.
