Fusion Time and Labor: Time Card are in Error for Mid Period Global Transfer (Doc ID 2347460.1)

When attempting to create a time card for an employee after a global transfer, the following error occurs.

This is because the profile is not end date for the employee after the global transfer.

The person assignment is not active as of the expenditure item date in the Human Resources application.

The issue can be reproduced at will with the following steps:
1. Navigate to Person Management.
2. Enter a global transfer for an employee.
3. Attempt to create a time card after the Global Transfer.

The issue has the following business impact:
Due to this issue, users cannot complete production payroll.
