Log Files and Output

When certain jobs run using "Schedule Processes" there is a Log File that gets generated and sometimes a .txt output file. That is the expectation when running the "Transfer Intercompany Transaction to General Ledger Job. But in this case, user is only able to see one file. As an administrator, user needs to see both for other users.

What permissions do the user need, to see both files when the user that ran the job is another user?
 
What privilege(s) or role besides Application Implementation Consultant, IT, Financial Application Administrator and IT Security Manager need to be added to allow a user to see ALSO the output file for the process Transfer Intercompany Transactions to General Ledger scheduled by other users? So far this user is able to see and download ONLY the log linked to this processes.
