Symptoms
When attempting to create cost distributions, the following error occurs.

The standard cost for this transaction does not exist
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Transfer cost from Inventory to Cost Management
2. Create Cost Accounting Distributions
3. ends in error "The standard cost for this transaction does not exist"
