Wave Template does not allocating any inventory from Reserve

EXPECTED BEHAVIOR
-----------------------
Wave should allocate inventory for the Order when there exist available Reserve Inventory.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run a Wave Template for the Particular
2. Check the message text in the Wave Inquiry UI for the generated Wave
3. Now you can see the Message Text as below

Message Text: Completed Not allocated

number of locations found: 0

So not able to allocate inventory even though inventory exist
