ACTUAL BEHAVIOR
---------------
Not able to see any transactions in Bill Management

When logging in with the External User, I am not able to see any transactions of the customer, even though they exist and I can see them with implementation user.



EXPECTED BEHAVIOR
-----------------------
the user should be able to see the transactions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable Bill Management functionality
2. Create a contact for a customer and assign Bill-to and Self Service User responsibilities
3. Register the contact as external user
4. Assign "Customer Account Payables Specialist" role + BU Security Context
5. Logging as external user

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see Bill Management transactions
