Not Able To See Any Transactions with External User In Bill Management (Doc ID 2356992.1)

Symptoms

When logging in with the External User, no transaction of the customer is displayed, even though they exist and can be seen with implementation user.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable Bill Management functionality
2. Create a contact for a customer and assign Bill-to and Self Service User responsibilities
3. Register the contact as external user
4. Assign "Customer Account Payables Specialist" role + BU Security Context
5. Logging as external user
