Accessorial Code ID is Duplicated During Download of Rate Maintenance Template (Doc ID 2358362.1)

Symptoms

You have created a new Rate Load Definition.

You have downloaded the Rate Template for a Rate Record and find the Accessorial Code ID is the same for every Accessorial cost ID.

So in the spreadsheet, instead of downloading the different accessorial cost ID, it duplicates the same ID (in that case the first one).

When trying to upload this Rate Template again, it fails due to a unique constraint violation.
