SCM:RCV: Early and Late Receipt Tolerance Error When Trying to Create PO Receipts

Symptoms
When attempting to receiving on a PO, the following error occurs.
Error:
You cannot receive this document because the receipt date is not within the acceptable tolerances. (RCV-2445024)
Steps to Reproduce:
1. Navigate to Setup and Maintenance>>Manage Receiving Parameters UI.
2. Set the Early Receipt Tolerance in days and Late Receipt Tolerance in days as "0" and Receipt Days Exceed Action as "Reject".
3. Create PO with Delivery date as DD/MM/YYYY (considering here example as 30/01/2018).
4. User is not able to create the receipt with receipt date as DD/MM/YYYY (considering here example as 30/01/2018).
