Item Upload Failing With Error Message "Planner Name Is Not Valid"

Goal
On : 11.12.1.0.0 version, Import Items
Why is Item Upload failing with Error Message "PlannerCode - The value of the attribute Planner is not valid.", when the same item got defined in the Master Org and verified that the Planner names do exist in the specified Child Orgs?
There are a lot of items in planning central, which do not have the planner name assigned and still they were successfully imported.
So, having no planner code cannot be the reason for the error "Planner name is not valid".
