Symptoms
When attempting to run the ETL process, if fails with the following error:
ERROR FOUND IN LOGS

ORA-12516, TNS: listener could not find available handler with matching protocol stack
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run staretl process
2. Observe the process fails with the reported error.
