What is ESS quiescent mode?
The following discussion is based on 11g and 12.1.3. There is a possibility that behavior will change somewhat for 12.1.4.
ESS stops processing of new requests. Old requests will continue processing with some restrictions.
Goal
Ability to pause or quiesce a scheduled ESS process during scheduled patching or upgrades, planned or unplanned maintenance, or other events in which pod services will become interrupted
