Requester User Does Not Have Access To Requisition Menu / Springboard (Doc ID 2368261.1)

Symptoms

Requester does not have access to Requisition Menu

User is setup to be a requester, with Job Role Procurement Requester.
However the user cannot see the Purchase Requisitions in either Home page or in the Navigator.


Steps To Reproduce
1. Create a user with the Job Role : Procurement Requester
2. Log in  and access Navigator
3. The Purchase Requisitions springboard is not rendered.
