How Do I Setup Users so They can Submit SRs on Oracle Content and Experience Cloud Service? Added Users do not Have Access on My Oracle Support

I've been made the administrator of the SR for Content Experience Cloud. I have two developers that have set up support accounts in Oracle, but when they try to add the number for CEC to request access for submitting SRs for CEC, it doesn't allow them to do that. Says "support identifier is not valid or does not allow registration." How do I get them access to submit SRs for CEC? thanks!
