Custom Templates Do Not Display Time in the Same Timezone as the User Preferences Setting

Symptoms

ACTUAL BEHAVIOR

When viewing a Custom Print or Custom Report that has a Date/Time field, the displayed information does not match what is observed in the Business Process (BP) record.

For example, the BP record may show a workflow step completion date as July 1, 2017, but the custom report or print shows July 2, 2017.

EXPECTED BEHAVIOR

The date and time displayed in the report or print should match that of the BP record (i.e. in the time zone set in the user's Preferences).
