Symptoms
A transmission that is sending updates for two items is creating duplicate rows for one of the items in the GTM_ITEM_CLASSIFICATION table.
Why is the transmission creating duplicate rows for one item, but not the other item? You get a duplicate tariff code for HTS US. The chapter 98 code is not updated, and instead a new non-chapter 98 classification is added for HTS US.
You can see there is one HTS US code for each item before the transmission is sent.
In each case for each of the duplicates you are trying to update with a non-chapter 98 tariff code, but instead of updating, it gets duplicated. The Chapter 98 tariff code remains.
