Fusion Absence Management - Employee Getting "not Enrolled Or Not Eligible" Error For An Eligible Absence Type

When attempting to add Paid holidays (days) absence to an employee the following error occurs.

You cannot record this absence because the employee is not enrolled in or eligible for any absence plan. (ANC-3405033)

The issue can be reproduced at will with the following steps:
1. Go to employee
2. Manage Absence Records
3. Try to submit a Paid holidays (days) absence
