GTM AES Filing Should Handle Specific Instructions For Shipments To And From Puerto Rico (Doc ID 2375666.1)

Symptoms

When reporting a party address in Puerto Rico, report 'PR' as the State Code and 'US' as the Country Code.  

This results in a rejection from AES:  "Response code 331 (ULT CONS COUNTRY UNKNOWN)"
