New Item Request Approver Does Not Receive Approval Notification (Doc ID 2375825.1)

New Item Request is in a status of "Submitted for Approval" and the user cannot find the approval notification

User would receive the approval notification and be able to complete the NIR

The issue can be reproduced with the following steps:
1. Navigate to Product Management -> Product Information Management
2. Open the right task pane and select Manage New Item Requests
3. Select Actions -> Create
4. Select your Organization
5. Enter required information and attach Items
6. Select Submit
