Symptoms

Error occurs when attempting to import nokia data in the Manage Geographies task.
Tue Feb 27 09:57:17 UTC 2018:Loading structure and geography for country code IT started.

ORA-01017: invalid username/password; logon denied

SP2-0306: Invalid option.
Usage: CONN[ECT] [logon] [AS {SYSDBA|SYSOPER|SYSASM}]

SP2-0157: unable to CONNECT to ORACLE after 3 attempts, exiting SQL*Plus

Using the implementation user 'be_imp_user' that has the same roles as the initially provisioned user.

This fails for any country they attempt to import through Nokia.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Setup and Maintenance.
2. Manage Geographies > select country = IT (Italy, for example)
3. Actions drop down > Import Nokia Data
4. Job fails with above errors.
