ACTUAL BEHAVIOR

Cannot create an IMT Order

EXPECTED BEHAVIOR

Should be able to create a IMT as set up appears to be done correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create/Edit Req
2. Cannot Choose Inventory Source Type
