Post election Edit Rule FF is not triggering while saving enrollment after removing certificate of plan as well.

Post election Edit Rule FF should trigger while saving enrollment after removing certificate of plan.
STEPS

The issue can be reproduced at will with the following steps:
1. Enroll employee to life insurance plan as per business criteria.
2. Save and submit.
