Symptoms

Emergency Activity not assigned to closest online Crew

An emergency Activity was assigned to Crew2 instead of Crew1. Crew2 was pulled from very far away in a different Service Area to do the emergency. Crew1 had been logged into his Shift for about 5 minutes before the Emergency was created and was closer therefore, should have been assigned the activity.
