How can a system Administrator view the expense reports for employees?

Unable to find an expense report.
Only place that I can see the records is in EXM_EXPENSES table.
As a system admin I have no access to verify if expense report was ever submitted by the user. i.e. in the Audit >> Manage Expense report some search seems relevant but none allows searching for expense reports that are not submitted.
There is no diagnostic to run on expense report either.
